    China Outlines More Controls on Exports of Rare Earths and Technology

    HONG KONG (AP) — China has outlined new curbs on exports of rare earths and related technologies, extending controls over the use of the elements critical for many high-tech products and military applications. The regulations announced by the Ministry of Commerce on Thursday require foreign companies to get special approval to export items that contain even small traces of rare earths elements sourced from China. Beijing also will impose permitting requirements on exports of technologies related to rare earths mining, smelting, recycling and magnet-making. Rare earths are a key point of contention in talks between Washington and Beijing on President Donald Trump’s increased tariffs on imports from China. China dominates the world markets for rare earths production and processing.
