China proposes stricter safeguard for AI tools; issues draft rules

China has issued draft rules aimed to regulate artificial intelligence (AI) for public comments, reports Reuters. According to the news agency, the move highlights the country’s efforts to shape rapid rollout of consumer-centric AI.The draft rules apply to AI products and services offered to the public in China that mimic human traits, thinking patterns and communication styles. These services interact with users through text, images, audio or video and are often designed to respond emotionally.Under the proposed rules, AI service providers in China will be required to warn users against excessive use and step in if users show signs of addiction.AI companies will also need to take responsibility for safety across the entire product lifecycle, including setting up systems for algorithm checks, data security and protection of personal information. As part of the draft rules, the Chinese government also aims to address mental health risks. Per the Reuters report, AI service providers will be expected to identify users’ emotional states and levels of dependence on the service. If users display extreme emotions or addictive behaviour, companies would be required to take action to reduce potential harm.In addition, the rules set clear limits on content. AI services would be prohibited from generating material that threatens national security, spreads rumours, or promotes violence or obscene content, the report said. The draft rules are open for public feedback before being finalised.
